To some extent, the US Navy leads in deception with NUKLA decoys, NIXIE, towed warplane decoys, cyber, jamming, chaff and flare. However, it is the unexpected that causes problems also, such as the then-Soviet and Russian IR heat-seeking missiles aren't fooled by US flares because the US flares burned too "clean" whereas the AIM-9 was fooled by then-Soviet and Russian flares because the Russian flares burned "dirty" and not on one IR wavelength, and thus tricked the AIM-9 into the "dirty flare."
A large "missile flare" flying in a random pattern might also work as a heat signature, locking on satellite sensors into tracking this missile "flare" and letting the rest of the fleet or warplanes sail undetected.
I think that expendable cheap blimps might be used as a great large ASCM/AAM/SAM trap and radar decoy...inflated, and left to float on the sea or in the air. The problem would be that the Navy warship would need Helium to create a lighter-than-air blimp to mimic a warship. Blimps can mimic AWACS and tanker aircraft.
As lasers enter service with the warships, perhaps lens that depict some warship image or hologram can be used to project visual warship, drone swarm, or missile images against fog, clouds, and haze to trick adversaries into believing that there are more warships out there or at different locations.
The Chinese militia fishing fleet could be a massive deception because the West has no idea which wooden boat might carry rifles, machine guns, RPGs, and sniper rifles, thus any naval ship that sails West should be prepared to defensive operations if hostilities increase.
Finally, shipping containers could house a vast variety of ASCMs, USVs, drones, armament, tricks and traps, mines, and sensor packages that can deploy with relative ease off a container ship and cause A2/AD at any known location. Really, the possibilities of deception, traps, and ploys are limitless.
